Request for Proposals (RFP)
Lanterman Regional Center’s Community Services unit issues a Request for Proposals (RFP) when there is a need to develop specific programs, services or supports that meet the identified needs of the Lanterman community.
The Request for Proposal (RFP) process is typically conducted annually and aligns with the Department of Developmental Services (DDS) Community Placement Plan (CPP) and Community Resource Development Plan (CRDP) wherein regional centers will request start-up funding for needed resources.
CPP and CRDP awards cover a variety of resource need areas including, but not limited to, residential development, transportation, day services, mental health and crisis services consistent with resource development as described in Welfare and Institutions Code sections 4418.25 and 4679(a). Please read the Approval of Contracts Policy, Procedure for Issuing RFPs and Awarding Start-up Contracts first, as this process is used by Lanterman Regional Center to obtain formal offers from competing providers and evaluating those proposals against stated requirements, using predetermined evaluation criteria, weights and cost.

Adult Residential Facility for Persons with Special Health Care Needs Operator (ARFPSHN)
December 11, 2025
Frank D. Lanterman Regional Center (FDLRC) is seeking proposals from qualified and experienced service providers to develop and operate one licensed 4-Bed Adult Residential Facility for Persons with Special Health Care Needs (ARFPSHN).
The ARFPSHN is a home that will serve up to four (4) of the most medically fragile individuals who are either transitioning from a more restrictive setting, such as a skilled nursing facility (SNF), to a less restrictive setting or are being deflected from going into a more restrictive setting. The home will be a resource for adults with developmental disabilities who have intensive medical conditions that require 24-hour nursing care including respiratory needs. The home shall be subject to the requirements of California’s Welfare and Institutions Code, Division 4.5, Chapter 6, Article 3.5, Sections 4684.50 – 4684.75
Amount: A Housing Development Organization (HDO) will own the home. The HDO will purchase and renovate the property, under a separate grant process, to the specifications of FDLRC. The successful applicant for this project will lease the property from the HDO. The start-up funds that will be available for this project are solely for the use of the service provider for activities integral to the establishment of the licensed home, e.g. licensing, household furnishings and supplies, personnel recruitment, staff development and training, transition planning, meetings, travel related to resident visits, etc.

Adult Residential Facility Level 7 – for Sober Living - Operator

Frank D. Lanterman Regional Center (FDLRC) is seeking proposals to develop and operate one licensed four (4)-Bed Adult Residential Facility (ARF) Level 7 that offers a range of services and support to help adults with developmental disabilities maintain sobriety and transition back into independent living. This home will serve individuals with developmental disabilities who also have co-occurring substance use/abuse and mental health service needs who require a structured setting while working towards transitioning to a less restrictive residential setting.
Amount: A Housing Development Organization (HDO) will own the home. The HDO will purchase and renovate the property, under a separate grant process, to the specifications of FDLRC. The successful applicant for this project will lease the property from the HDO. Specialized Residential Facility - Children’s Home
December 11, 2025
Frank D. Lanterman Regional Center (FDLRC) invites proposals from qualified Housing Development Organizations (HDOs) for the acquisition and renovation of a licensed (4) four-bed Specialized Residential Facility (SRF-Level 7). The facility will serve children and adolescents, ages 12 to 17, with developmental disabilities and co-occurring behavioral, mental health, or medical conditions. This home will have (1) one non-ambulatory bed and (3) three ambulatory beds.
This residential home will provide a safe, supportive, and therapeutic environment tailored to the complex needs of youth transitioning from out-of-state placements or extended hospital stays.
Amount:The Applicant selected for development may receive start-up funding up to $400,000 for acquisition and up to $450,000 for renovations ($850,000 total). These funds will be used in accordance with the Housing Guidelines set forth by the Department of Developmental Services for FY25/26.

- RFP funds will be used to create a Community Health Worker (CHW) program within Lanterman’s Korean community, similar to the Promotora Project for the Spanish-speaking community, that will build trust through home visitations and monitoring to improve access to services and increase utilization of available services that exist within the regional center as well as the community.

Get Answers
How do I become a Lanterman service provider?
Service providers must be vendored by a regional center before they can provide and be reimbursed for services. Please see our “How to Become a Service Provider” page, which provides detailed instructions.
How can I make a change to the services I provide?
Any change to your existing vendorization needs to be reviewed and processed by Lanterman’s Community Services Unit.

How can I renegotiate my rate?
Rate setting rules are established both by the statute (Lanterman Act) and regulation (Title 17) and dictate the type of rate needed for a particular service type. Providers with negotiated/median rates or DDS set rates can adjust rates based on minimum wage ordinances, Health and Safety Waiver needs or statutory/regulatory changes. Providers with Medi-Cal set rates, can see rate changes consistent with Medi-Cal rate changes. Usual and Customary Services providers can request rate adjustments consistent with changes to their general fee schedule. What is FDLRC’s service provider insurance requirement?
All service providers, whether vendored by Lanterman or another regional center that serve Lanterman individuals, must carry liability insurance and name Frank D. Lanterman Regional Center as additional insured consistent with the following insurance memo. Additionally, updated insurance certificates must be submitted to Irma Padilla at ipadilla@lanterman.org.
What is a DS1891 and why do I need to resubmit?
The DS1891 Disclosure Statement is a Department of Developmental Services (DDS) form which must be completed at the time of vendorization and subsequently every 2 years moving forward unless requested by the regional center sooner. In short, this statutory requirement (WIC Code § 4748.12) does not allow individuals or organizations convicted of fraud, abuse or neglect to be vendored. Regional centers are required to monitor vendorization requirements biennially per California Code of Regulations Title 17 § 54332(b).
How can I get help with e-billing?
Every regional center service provider has an assignment Accounting Associate who can help with all payment and billing issues. You can find your assigned Accounting Associate here and by logging into your e-billing portal.
How can I let service coordinators know about my services?
At the time of vendorization, Community Services notifies all of service coordination staff of the newly vendored service provider. Capacity and availability can be communicated to Quality Assurance Manager Sonia Garibay at sgaribay@lanterman.org or Director of Community Services Pablo Ibañez at pibanez@lanterman.org. In turn, Community Services will notify service coordination of your services.
How do I find out who is the service coordinator assigned to the individual we are serving?
