With the increasing cost of living and inflation, securing affordable housing in Southern California has become increasingly difficult for the general public. These difficulties increase for individuals supported by the regional center. Lanterman is dedicated to the development of housing resources, identification of affordable housing and advocacy to secure housing for those we serve.

Housing Specialist

The Housing Specialist coordinates the development of affordable single or multifamily housing to meet the needs of individuals served by Lanterman Regional Center.  This position also serves as the liaison to affordable housing organizations, as well as City, County, State and Federal housing agencies.  The Housing Specialist develops and maintains a resource directory of affordable housing options within the catchment area and also serves as a Quality Assurance liaison to Independent Living Skills (ILS) and Supported Living Services (SLS) providers.


The Housing Specialist has been instrumental in developing relationships with developers interested in creating multifamily housing opportunities for individuals served by the regional centers. Community Placement Plan (CPP)/Community Resource Development Plan (CRDP) Development

On an annual basis the California Department of Developmental Services (DDS) creates an opportunity for regional centers to identify resource needs in their respective areas and the corresponding start-up funding needed to develop those resources. This process is known as the Community Placement Plan (CPP) and Community Resource Development Plan (CRDP) process. CPP and CRDP awards cover a variety of resource need areas including, but not limited to, residential development, transportation, day services, mental health and crisis services consistent with resource development as described in Welfare and Institutions Code sections 4418.25 and 4679(a).

Given the critical housing need among individuals served by the regional center it has been the expectation that regional centers request funding for at least one residential project a year. There currently is a lot of support for the development of multifamily housing projects to meet the demand for housing. More specifically, we value the important role our Independent Living Skills (ILS) and Supported Living Services (SLS) providers do play in helping to connect people with affordable housing opportunities. Legal Referrals

If the individual you serve and/or family is facing an eviction or having difficulty paying their rent they can reach out to these legal referrals for advice or assistance. Both Stay Housed LA and NLSLA offer workshops and assistance to keep residents housed in their current residence.

The Legal Aid Foundation of Los Angeles has a new case management section that works directly with individuals facing eviction or are in need of housing resources. Recently, they shared they also have grants available for those impacted due to loss of wages or other factors. The link to their eviction site is listed below.

If an individual served has received an eviction notice the individual can apply for rental assistance through Volunteers of America. The individual would need to be part of their Spa program AND have received a 3-day notice to vacate to be considered. If they qualify, they can contact the office number 626.442.4357 for a screening. Individuals should be able to enroll in Spa by contacting the screening number directly or 211. Please note, this is for individuals, NOT families and there is a waiting list. 

Homeless Shelter Referrals

If a person is at risk for homelessness (including couch surfing) there are 2 programs through LA Homeless Services Authority that would benefit those served by regional center if they were looking for financial assistance with housing and permanent affordable housing. If qualified, programs can pay 12-24 months of rent.  

  1. Access Door Program: Prevention; Outreach; Housing Stability
  2. Home Safe Program: APS referred for senior and dependent adult. 

If a person has a vehicle AND a minor child, they can reach out to Safe Parking LA. They provide a safe parking area as well as social services, employment specialist, educational support and assistance to provide resources to obtain a residence. The direct link:

Service providers must be vendored by a regional center before they can provide and be reimbursed for services. Please see our “How to Become a Service Provider” page, which provides detailed instructions.

Any change to your existing vendorization needs to be reviewed and processed by Lanterman’s Community Services Unit.

  1. Organizational changes require submission of a letter in advance of the change consistent with the parameters and process found here
  2. If you are interested in providing additional services, use the contact form to connect with one of Lanterman’s Resource Developers.

Rate setting rules are established both by the statute (Lanterman Act) and regulation (Title 17) and dictate the type of rate needed for a particular service type. Providers with negotiated/median rates or DDS set rates can adjust rates based on minimum wage ordinances, Health and Safety Waiver needs or statutory/regulatory changes. Providers with Medi-Cal set rates, can see rate changes consistent with Medi-Cal rate changes. Usual and Customary Services providers can request rate adjustments consistent with changes to their general fee schedule. All service providers, whether vendored by Lanterman or another regional center that serve Lanterman individuals, must carry liability insurance and name Frank D. Lanterman Regional Center as additional insured consistent with the following insurance memo. Additionally, updated insurance certificates must be submitted to Irma Padilla at ipadilla@lanterman.org.

The DS1891 Disclosure Statement is a Department of Developmental Services (DDS) form which must be completed at the time of vendorization and subsequently every 2 years moving forward unless requested by the regional center sooner. In short, this statutory requirement (WIC Code § 4748.12) does not allow individuals or organizations convicted of fraud, abuse or neglect to be vendored. Regional centers are required to monitor vendorization requirements biennially per California Code of Regulations Title 17 § 54332(b).

Every regional center service provider has an assignment Accounting Associate who can help with all payment and billing issues. You can find your assigned Accounting Associate here and by logging into your e-billing portal.

At the time of vendorization, Community Services notifies all of service coordination staff of the newly vendored service provider. Capacity and availability can be communicated to Quality Assurance Manager Sonia Garibay at sgaribay@lanterman.org or Director of Community Services Pablo Ibañez at pibanez@lanterman.org. In turn, Community Services will notify service coordination of your services.
