Payments to Vendors Providing Services to Individuals and Families Served by the Regional Center
Lanterman Regional Center pays purchase of services claims twice per month. The first payment processing date is on the 10th of the month, or the next business day if the 10th falls on a weekend or holiday. Our commitment to providers is that if we receive your invoice by the 5th of the month, payment will be made on that first processing date. Invoices received after that date will be paid on a subsequent date.

As a practical matter, when we pay on the 10th we either print the check and mail it or, as is the case with the vast majority of our payments, we notify our bank of the requested electronic fund transfer (EFT). Our bank, then, releases the funds the next business day, usually the 11th. Depending on who the provider banks with, those funds may be available to the provider on that day or a day or so later. Please check with your own banking institution relative to your particular situation.

About Electronic Billing (E-Billing)
Most service providers bill us and are paid electronically. Under the provisions of state law, POS vendors are required to submit their invoices through our electronic billing system. Vendors no longer complete and send back paper invoices to the regional center, but submit all of their billing through their computer via the Internet.
The only exceptions are for those vendors who receive vouchers such as for parent transportation and purchase reimbursement or for whom, as the law says, “submitting billing electronically for services represents a substantial financial hardship for the provider.”
How does Electronic Billing work?
Before the system can be set up, each provider is required to complete an application designed by the Department of Developmental Services to have access to the program. Each provider will need to complete a separate agreement with each regional center with which they do business. There is also a separate application so that funds from the regional center are electronically deposited (EFT) into your bank account when your claim is paid.
Each month, the service provider logs onto Lanterman’s E-billing login page through the Internet at https://ebilling.dds.ca.gov:8360/login and finds their Lanterman invoice(s). The provider completes the invoice(s) online and submits them to the regional center. The regional center then accesses the completed invoice(s) online and processes the claim, which results in an electronic deposit to the provider’s bank account instead of a paper check if the provider has arranged with us for such deposits.
Providers who serve multiple regional centers must log into each regional center’s individual login page to access, input and submit e-billing for that particular regional center.
Each provider will be able to decide which of their staff has access to the system.
What providers need to do to get started
Complete a separate E-billing and EFT application form and W-9 form for EACH VENDOR NUMBER and send the completed applications to us via e-mail at mlouridas@lanterman.org or fax at 213.252.4957. The information on the application should match the information shown in the W-9 form. If you already are set up for EFT with us, you need not complete that part of the application. Once you have submitted the application we will notify you via e-mail when the electronic billing has been activated for you to receive electronic invoices. How do I become a Lanterman service provider?
Service providers must be vendored by a regional center before they can provide and be reimbursed for services. Please see our “How to Become a Service Provider” page, which provides detailed instructions.
How can I make a change to the services I provide?
Any change to your existing vendorization needs to be reviewed and processed by Lanterman’s Community Services Unit.
- Organizational changes require submission of a letter in advance of the change consistent with the parameters and process found here.

How can I renegotiate my rate?
Rate setting rules are established both by the statute (Lanterman Act) and regulation (Title 17) and dictate the type of rate needed for a particular service type. Providers with negotiated/median rates or DDS set rates can adjust rates based on minimum wage ordinances, Health and Safety Waiver needs or statutory/regulatory changes. Providers with Medi-Cal set rates, can see rate changes consistent with Medi-Cal rate changes. Usual and Customary Services providers can request rate adjustments consistent with changes to their general fee schedule. What is FDLRC’s service provider insurance requirement?
All service providers, whether vendored by Lanterman or another regional center that serve Lanterman individuals, must carry liability insurance and name Frank D. Lanterman Regional Center as additional insured consistent with the following insurance memo. Additionally, updated insurance certificates must be submitted to Irma Padilla at ipadilla@lanterman.org.
What is a DS1891 and why do I need to resubmit?
The DS1891 Disclosure Statement is a Department of Developmental Services (DDS) form which must be completed at the time of vendorization and subsequently every 2 years moving forward unless requested by the regional center sooner. In short, this statutory requirement (WIC Code § 4748.12) does not allow individuals or organizations convicted of fraud, abuse or neglect to be vendored. Regional centers are required to monitor vendorization requirements biennially per California Code of Regulations Title 17 § 54332(b).
How can I get help with e-billing?
Every regional center service provider has an assignment Accounting Associate who can help with all payment and billing issues. You can find your assigned Accounting Associate here and by logging into your e-billing portal.
How can I let service coordinators know about my services?
At the time of vendorization, Community Services notifies all of service coordination staff of the newly vendored service provider. Capacity and availability can be communicated to Quality Assurance Manager Sonia Garibay at sgaribay@lanterman.org or Director of Community Services Pablo Ibañez at pibanez@lanterman.org. In turn, Community Services will notify service coordination of your services.
How do I find out who is the service coordinator assigned to the individual we are serving?
