The California Legislature designated the second week of October 2010, and annually thereafter, as Disability History Week, and the measure encourages public and private institutions of higher education, state and local agencies, nonprofit and community-based organizations, private businesses and corporations to observe Disability History Week by dedicating appropriate classroom instructional time or by coordinating all-inclusive activities to be conducted during that week to afford opportunities for students and the general public to learn more about the disability community and to celebrate and honor its role in contemporary American society. Individuals with developmental disabilities, their families and our service providers are key partners with the Center. This partnership is only successful when all parties involved have an opportunity to provide feedback on the future direction and long‐term goals of the Center. One avenue utilized by the Center to ensure that all persons interested in participating have an opportunity to provide feedback and comments is at our annual community meetings. This year’s meetings will focus on four key areas:

Healthy Neighborhood Festival Coming Saturday, October 23

Run With The Dogs ~ Obedience Skills Program Helps Children with Disabilities with Life’s Obstacle


Come join Pasanita Obedience Club at Brookside Park to have your child with special needs “run with the dogs”. A new program is being developed that will start this summer and they need volunteers to come out and give feedback. They will have your child meet their dogs and then coach them on some basic obedience skills training. Their goals are to have the children become more comfortable with dogs and to have a great time. Cases have shown that this interaction, between children with special needs and the dogs, actually calms the children down and provides positive stimuli for children with autism and other disabilities. Be Alert - Measles Cases on the Rise; Highly Contagious


Since January 2010, nine cases of measles have been reported in California, as many cases as in all of 2009. As in recent years, nearly all of the cases are known to have traveled recently to Europe or Asia or have been in contact with international travelers; some of the cases have been intentionally unvaccinated children. Measles is a highly contagious disease that presents with high fever and fast spreading rash, so be alert, and if you suspect it may be measles, seek immediate medical attention.

New Session of Inclusion Films Practical Filmmaking Workshop


Inclusion Films presents a new session of Joey Travolta’s Practical Filmmaking Workshop, which is a 20-week program that takes participants through the process of making a short film, from pre- to post-production, using a working Hollywood film production as the lesson plan. Participants work along actual production crew and gain hands-on experiene leading to possible employment in the film industry. This session runs from May 3 to Septebmer 17, 2010 from 10 a.m. to 3 p.m. Monday through Friday. The program is open to adults 18 years and older that are interested in vocational training in filmmaking. Interested individuals should contact their service coordinator to set up an interview. Interviews are taking place April 13 to May 1, 2010 and space is limited.

In an ongoing effort to increase diversity and employment opportunities within the entertainment industry for people of color, LGBT, women and those with disabilities - including returning veterans - the Diversity Committee of the Academy of Television Arts & Sciences (TV Academy) is proud to offer Working Your Way Up in Television: An Entertainment Career Workshop on Monday, April 19, 2010, from 7:30 p.m. to 10 p.m. at its headquarters in North Hollywood, California. This “no cost” event is designed for those with a goal of developing a career on the creative side of entertainment as studio executives, network executives, agents, managers, producers, writers or directors. The venue is wheelchair accessible and sign language interpreters will be provided.

The entertainment and broadcast sectors hold critical potential in American industry for diverse employees, because its products impact images that are distributed worldwide on large and small screens beyond TV sets and movie theatres to computers and hand held devices. Remote Area Medical Returns to Los Angeles April 27 to May 3; Free Medical, Dental and Vision Care


On April 27 to May 3, 2010, Remote Area Medical (RAM) will provide free medical, dental and vision care to thousands of needy individuals in the Los Angeles area. The free clinic will be held at Los Angeles Sports Arena located at 3939 North Figueroa Street, near USC. 1,200 people a day will be treated - possibly more depending on the final number of volunteers and participating organizations. The event is planned and operated by Remote Area Medical, a Volunteer 501(c)(3) charity providing free care to uninsured, underinsured, and indigent Individuals throughout the United States. Share Your Photos with Lanterman - Looking for Pictures of Children Birth to 3 Years


Lanterman Regional Center has several projects in the works related to Early Intervention and we’re looking for recent pictures of Lanterman clients between the ages of birth to 3 years:

  • with their families
  • with their friends
  • at home
  • at preschool or daycare
  • out in the community, such as at a mommy and me class, the park, the beach, on vacation, etc.

If you have any photos that you’d like to share for possible use in these projects, including several publications and for online media, please e-mail them to .(JavaScript must be enabled to view this email address). Also, the higher the photo resolution and the larger the file size (i.e. 1 MB, 2 MB) the better, but lower resolution and file size photos can be used for digital/online media.

Aquarium of the Pacific Festival of Human Abilities

Seeking Proposals for Development of a Parent Education Program on Language in Young Children

H1N1 (Swine Flu) and Children with Special Health Care Needs


The Indiana State Department of Health has created an information sheet about H1N1 (swine flu) and children with special health care needs. The sheet provides general information about the swine flu, and addresses the topic of children with developmental disabilities and chronic medical conditions, general health prevention, school and daycare, and vaccination.

Inclusion Films presents Joey Travolta’s Practical Filmmaking Workshop


This session of the practical filmmaking workshop will be held from October 12, 2009 to March 12, 2010. This 20-week program will take participants through the process of making a short film, from pre- to post- production, using a working Hollywood film production as the lesson plan. Clients work along actual production crew and gain hands-on experience leading to possible employment in the film industry. ECF Art Center Second Annual Art Show Fundrasier

Core 5: Defining Ourselves


In it’s fifth year, the CORE exhibit features art and performances by artists with disabilities from around the nation and globe. CORE is a space for artists, community members, and arts and disability advocates to build common bonds and promote visability through a diverse art forum. Uniform Holiday Schedule Released by DDS


As mentioned in our previous communications to Lanterman’s clients, families and service providers about the California budget situation, the Department of Developmental Services was considering a number of proposals to close the funding gap. One of the proposals ultimately adopted was to revise the Uniform Holiday Schedule and increase the number of days to 14. Effective 60 days from September 14, 2009, the following statue changes will take effect, and will remain in effect until further notice from DDS.

Young-Nak Special Program Starts New Session on September 26


The Young Nak Special Program will be starting a new session on September 26 for students with developmental disabilities. The program provides enhanced socialization opportunities and increases students self-esteem in a positive learning environment with the goal of eventually being able to mainstream into regular programs in the community. Classes offered include Music Therapy, Dancing, Computer, Storytelling, Taekwondo, Sing Along and other activities.This is a free program held on Saturdays from 1:30 p.m. to 5 p.m. at Grace Hall at Young-Nak Presbyterian Church. Community Presentation on the Draft 2010 Performance Plan


Individuals with developmental disabilities, their families and our service providers are key partners with the Center. This partnership is only successful when all parties involved have an opportunity to provide feedback on the future direction and long-term goals of the Center. Open Letter to Our Community About the Budget from Executive Director Diane Anand

Dear Clients, Families, Providers and Lanterman Staff:

These are trying times. Our great State is in dire financial straits. This is due in part to the severe national economic recession, but it is also due to the fact that California’s revenues in the past few years have been insufficient to meet all of the State’s commitments. This means that there is not enough money coming into the state Treasury to support all of the programs and services that we Californians have come to expect and rely on.

This year the state budget deficit grew to $60 billion and, worse, the state Treasury did not have enough cash for the State to pay its bills. The failure of the propositions in the special election held this spring indicated clearly that we Californians are unwilling to pay more in taxes in order to increase the needed revenues. The Legislature and the Governor had no choice but to make deep, painful budget reductions to many vital programs and services, including $334 million to regional centers. This budget was finally passed on July 28, 2009 and took effect immediately.

In June 2009 we posted a summary of the process and the proposed changes to the Lanterman Act on our Web site. You can view the final changes to the Lanterman Act on the Department of Developmental Services Web site at www.dds.ca.gov. In reading these changes you will note that the regional center is prohibited from purchasing services in a number of categories, and that certain services are “suspended” until the development and implementation of a new individual budget model.

In making these many difficult changes, there has been a commitment to maintain three foundational tenets of the Lanterman Act: the entitlement to services and supports, individualized planning, and appeal rights. Nonetheless, there is a clear mandate that we save the $334 million. It is worth remembering that California is the only state in the entire nation that has an entitlement to services. Achieving these savings in large measure will better ensure that the entitlement can be sustained into the future. Failing to achieve the required savings will put the entitlement at great risk.

Many of these reductions will affect services that are already authorized in Individual Program Plans (IPP), and Individualized Family Service Plans (IFSP). If one or more of your services is affected your service coordinator will first contact you to discuss the required change. Some reductions provide for consideration of granting an “exemption” based on “extraordinary circumstances”. If you and your service coordinator are unable to reach agreement on the reduction(s) you will be provided with a notice of action and appeal rights.

A word about our staff is in order. The regional center budget for direct services, those provided to you by our staff, has also been significantly reduced. Service coordinator client caseloads are already in the 90s and are rising. While we will attempt to maintain our service commitment to you, we also ask for your patience during this difficult implementation period.

We face unprecedented challenges in the coming months, and years. We have prevailed during other challenging periods and have always emerged stronger for it. I remain confident that working in partnership our Lanterman community will prevail once again.

Free Medical/Dental Care Available From Remote Area Medical August 11 to 18


RAM (Remote Area Medical) is a volunteer organization where professionals, such as physicians, nurses, dentists, ophthalmologists and others, provide free medical and dental care to anyone in the community needing these services without cost of any kind to the patient, the taxpayer or the government.There is no income test, no insurance requirement, no restriction of any kind. The group will be providing care from August 11 to 18 from 6 a.m. to 6 p.m. at the Forum in Inglewood.

The Forum is located at 3900 Manchester Boulevard, Inglewood, CA 90305.

Services Being Provided: 

  • DENTAL: Cleanings, fillings, extractions, root canals
  • VISION: Vision exams and free prescription glasses made on site
  • MEDICAL: Medical exams and consults with other medical specialties available
  • WOMEN’S HEALTH: Mammograms and pap smears

Because of the large number of people that may be attending it is recommended that the profile of Lanterman clients being referred should meet the following criteria:

  1. Adult referral
  2. Clients should have an able body (be able to walk)
  3. No major behavior issues
  4. Should be higher functioning and able to follow simple directions with assistance
  5. No urgent or emergency medical issues

Clients that are residing in CCF’S must be accompanied by a staff person and must bring with them a sack lunch and water, as well as a list of the current medications he/she is taking.

PLEASE NOTE: There will be no accommodations for our clients and all persons will need to wait in line to be seen. You can also refer children that meet the above criteria if they do not have Medi-Cal/ Denti-Cal services.

The below document prepared for the Lanterman Community features the Budget Trailer Bill language as of June 29, 2009.

The Department of Developmental Services was required by the Legislature to work with a representative group of stakeholders to develop recommendations for changes to the Lanterman Act that would enable regional centers to save $334 million dollars in Fiscal Year 2009-2010. The recommendations by the stakeholder group were used by DDS to draft Budget Trailer Bill language (used to implement the changes to the budget), and the Trailer Bill language was presented to the Legislature for final passage. This document summarizes the changes that have to date appeared in Trailer Bill language. These changes are not official and may be subject to additional revisions in the Legislature, but we believe that the final versions will not be substantially different from what appears in the document.

Budget Update: Major New Cost Savings Proposed for Regional Center System


With the defeat of the propositions in the special election on May 19, the budget deficit in California is now projected at over $24 billion.

Prior to the special election, Governor Arnold Schwarzenegger had released the May Revise on Thursday, May 14, to inform Californians about the status of the state budget and what additional cuts he would make if the propositions were defeated.

The Governor proposed an increase of an additional $234 million savings target for the developmental services system regardless of the outcome of the May 19 special election.

On top of the $100 million in General Fund savings the regional centers are already required to achieve pursuant to the early 2009 Budget Act, the total savings now required of regional centers is $334 million.

The Department of Developmental Services (DDS) has been working with a stakeholder group to develop proposed changes to regional center services to achieve the original required $100 million savings. This collaborative process will be sustained to come up with solutions to achieve the new savings target. This group is continuing to meet and is expected to complete its work in June.

It is important to note that people with developmental disabilities also receive services from a variety of publicly funded sources, such as schools, Medi-Cal (including IHSS), and SSI, which will also be severely impacted by the ongoing budget cuts. Actions proposed by the Governor include the elimination of the Healthy Families program, that provides health insurance for more than 900,000 children of low-income families, elimination of IHSS services to all but the most needy, and millions in reductions to special education.

Cash Flow
The State projects that it will be out of cash and unable to pay bills as early as July. To deal with the cash flow crisis, the State plans to borrow as much as $2 billion from local governments, further impacting services provided at the local level. The federal government has also informed the State that it will not guarantee loans to California. In order for the State to be able to borrow for short-term cash needs, a budget needs to be in place by July 1. The Conference Committee of the Legislature is meeting to consider additional spending reductions to attempt to have something in place by that deadline.

Novel H1N1 Influenza Virus (Swine Influenza) Fast Facts


Lanterman’s Network of Care now links directly to the Centers for Disease Control and Prevention (CDC) to continually bring up-to-the-minute information regarding the novel H1N1 influenza virus (“swine influenza”) outbreak. The California Department of Public Health also activated a public hotline for callers with questions and has developed guidance for individuals taking care of someone at home who has been sickened by the novel H1N1 influenza virus. In addition, Lanterman created a Fast Facts sheet about the novel H1N1 influenza virus with information compiled from the Center for Disease Control and Prevention to provide an easy to understand summary for service providers, clients, families and other caregivers about the flu, including prevention tips, what symptoms to look for and what to do for people with any of the warning signs. We are especially concerned about individuals served by Lanterman who live in a group setting, are in school or daycare/aftercare, or attend an adult day program as they may be at higher risk of exposure to the novel H1N1 influenza virus.

Special Community Meetings: “The California Budget Crisis – How It Will Affect People with DD


As you may know, the serious budget challenges facing the state of California create equally serious challenges for budgets of regional centers. Beginning February 1, 2009, the State imposed a 3 percent reduction on regional center staffing and operations as well as a 3 percent rate reduction for most service providers. For the fiscal year 2009-10 that begins this July, the 3 percent reductions will continue and the Department of Developmental Services (DDS) has been asked to recommend changes that will save an additional $100 million. If these changes are not successful in saving that amount, regional center service providers will have an additional 7.1 percent across-the-board reduction in their rates. Given the fact that many services providers have not had rate increases in decades, we believe that some of them will be unable to continue operating if they lose another 7 percent.

Lanterman will be hosting a series of Special Community Meetings to discuss the budget situation and the DDS proposals intended to save the additional $100 million. At these meetings we will also discuss the five propositions that Californians are being asked to vote on during the May 19, 2009 special election. These propositions are part of the plan developed by the California Legislature to help the State deal with the current budget crisis. If they do not pass, it is estimated that the budget deficit will rise by an additional $14 billion. This would require additional cuts, not just to regional centers but also to other programs, such as SSI, IHSS and schools, that are used by our clients. 

We are asking you to attend one of our Special Community Meetings to learn about the budget situation and the DDS proposals for saving $100 million, and to have your say about these proposals and their effects on Lanterman clients and families. We will be hosting langauge specific meetings, as well as for service providers and clients.

The Japanese-Speaking Parents Association of Children with Challenges (JSPACC) presents a musical and movie event on Saturday, May 30, 2009. The musical portion of the event, “Miraclecats,” will feature dazzling performances by children with special needs and their family members. The movie portion will screen the Japanese documentary “Miracle of the Gifted Quarter” which introduces a dedicated teacher who works with children with special needs in Japan and depicts the heartwarming interaction between the children and their teacher. There will be two showings. Tickets are $10 each and the event will be held at the Segerstrom High Performing Arts Center in Santa Ana. Take the Accessible Transportation Survey


In conjunction with a grant received from the Federal Transit Administration, Meeting the Challenge, Inc. is conducting a survey through the end of March designed to collect information from people with disabilities regarding their experiences with public transportation. They have invited all people with disabilities to participate. Information gathered will be used to determine what barriers still exist in public transportation for people with disabilities and will be used to create Americans with Disabilities Act (ADA) technical assistance materials directed to alleviate those barriers.

This is an on-line survey which can be accessed from this link: http://mtcinc.transit.sgizmo.com. It is estimated that it will take from 5 to 15 minutes to complete the survey.

If you do not have internet access, you can participate by calling Meeting the Challenge at 800.864.4264 (select menu choice #2), Monday through Friday between 9 a.m. and 4 p.m. (MT), and a staff member will assist you with the survey by telephone.

As you’ll read about in the Spring 2009 edition of “Viewpoint,” Lanterman’s first online only newsletter, Lanterman and the regional center system as a whole are facing unprecedented budget challenges and the need to make some tough choices both now and in the future due to the State’s dire fiscal crisis. One of these tough choices was to no longer offer a print version of our newsletter. “Living with Fragile X” Documentary Screening on April 18


The Fragile X Association of Southern California presents “Living with Fragile X,” a documentary that takes a rare and intimate look at the lives of several families who live with a loved one affected by Fragile X Syndrome. VSA arts and Volkswagen Announce Arts Competition for Young Artists With Disabilities


VSA arts (www.vsarts.org), an international nonprofit organization working to help create a society where people with disabilities learn through, participate in, and enjoy the arts, and Volkswagen Group America (www.volkswagengroupamerica.com) are now accepting entries for Accelerate, a juried exhibition of young emerging artists with disabilities.

The program is open to artists between the ages of 16 and 25 who are living in the United States and who have a physical, cognitive, mental or sensory disability. Submissions must be original work completed within the last three years and after the onset of disability.

Eligible media include, but are not limited to, paintings and drawings (oil, watercolor, acrylic, pencil or charcoal), fine art prints, photography, computer-generated prints, digital art, and time-based media (video, film). Work must have a visual component. Both representational and abstract work are welcomed.

The competition will present one grand prize of $20,000, a first award of $10,000, a second award of $6,000, and twelve awards of excellence of $2,000 each.
